The Government of Nepal may from time to time publish a notice in the Nepal Gazette and direct the following matters:-
(a) subject to the provisions of other sections of this Act, against the loss or damage of a postal item in transit, insurance may be obtained at the post office to which the postal item is delivered, and a receipt shall be given to the person delivering the postal item from the post office, and

(b) In addition to postage stamps and fees required for general postage and registry, the insurance fees for such postal items shall be charged as specified in the notification.
